How old is he? Is he a senior dog? If so maybe the food is to hard for his teeth, it hurts to chew. Or maybe he has a gum infection, causing him pain to bite down. Do you brush his teeth? How long has he been doing this for? Did you try looking inside his mouth, maybe he has a cut or a sore, and it irratates him to eat?

What kind of dog is he? I have been looking up somethings online for you, here is what I found~~~>
1) Sore throat (this could make it hard to swollow & eat)
Dogs can get sore throats, pharyngitis, laryngitis and all of the other
things that people get. These problems usually clear up within a few days
to a few weeks. There are some things to worry about if this behavior
continues, though.
Repetitive swallowing sometimes occurs with megaesophagus. This is weakness
of the esophageal muscles, leading to dilation of the esophagus and
difficulty moving food through it. It can occur due to myasthenia gravis,
hypothyroidism, esophageal injuries, immune system disorders,
polyradiculoneuritis, muscular dystrophy and several other conditions.
Masticatory myositis can cause this symptom early in the disease. Later on,
there is usually swelling of the muscles of the head and then muscle loss.
This can occur in some dogs as a form of seizure disorder.
Dental problems, such as gingivitis or periodontal disease, can sometimes
cause increased swallowing.

It said in one of the articles that smaller dogs tend to have a higher tendency of sore throats. Watch him for a while, as long as he dosen't seem in pain and isn't doing it all the time. But, if it continues I would take him to the vet, you wouldn't want it to worsen, and become a bigger problem.:) I hope the information helped.

My Dalmation started having dental problems when he was 5 yo. I first noticed that he favored one side of his mouth when eating. After eating his mouth and upper lip would "chatter" like we do when we are cold. As the infection would get worst, (usually about one day or so later), he would develop a thick mucuse under the upper lip on the side that was infected.
I hope this isn't the problem in your case, but it is somethng that "could" be going on. In Chip's case, this happened 4 different times in 6 years so I got good at reccognizing the symptoms .......
