Well my parents live in Escondido and I know they come up with some weird laws. Now that might be somewhat effective or could be bad dependent on how they define aggressive and how media frenzied it gets because people could lose their homeowners insurance and people could picket them etc. Escondido also wants all cars parked off the street even if no garage and they wanted people to check the immigration status of all renters and kick them out. So sometimes their gov has not thought these laws out and when you do it that way it can cause more trouble than the actual infringement.
