Except for a recent 5 year period with 2, we have usually only had one dog at at time. I find the shelter requirement interesting. Our friends usually have at 7 dogs, but all the dogs sleep in the house.

If you are going to ban something, ban letting the dog sleep outside.

To be in compliance, I spent approximately $1800 to build an outside kennel that I've used only twice in 14 years, and then for less than 4 hours at a time. Once when I was having a new roof put on the house, and another time when wind damaged the fence and I was repairing it. The kennel can house 8 dogs comfortably, although I've had as many as 11 here at one time. The dogs all sleep in the house with me, scattered all over the place. It's like having speed bumps in your house.
There are times that I go to the shelter with the intention of bringing home one, and instead come home with two or three. It's hard to make the decision of which one gets to live and which ones will die. Usually I can get them into a permanent home within a few weeks, but sometimes things just don't work out as planned.
The shelter, the police, hell, even the mayor here knows what I do and they all approve.

Here it is a four dog limit and I believe cat's don't have a limit. I am at MY limit though that's for sure! (10 animals)
